JOB SUMMARY


The Clinical Director is responsible for the overall management of the clinical and administrative functions of the outpatient treatment programs. This includes ensuring compliance with state regulations, program development, financial management, accreditation standards, program marketing, hiring and supervising staff, and evaluating and developing program policies. Provides supervision and performance review to clinical staff, and coordinates and evaluates all program services. This position will assist the Executive Director in areas of problems solving, conflict resolution, readiness for State inspections and other areas assigned by the Executive Director.



DUTIES & ESSENTIAL JOB FUNCTIONS


• Supervises all clinical staff activities, which includes monitoring groups, individual therapy, and charting to maintain the highest standards of quality and effectiveness.


• Acts as the clinical supervisor for counselors including facilitating weekly/biweekly individual and group supervision with each counselor, writing up notes, and assisting counselors in researching and tailoring effective treatment for clients.


• Works with Utilization Review Department to address billing needs.


• Participates in the recruitment and interview process for clinical staff.


• Completes performance evaluations for clinical staff on an annual basis and works with Human Resources on employee performance management throughout the year.


• Provides staff development and training and monitors the compliance of staff credentialing.


• Networks with other organizations to increase the referral base.


• Functions as leader of the multi-disciplinary Clinical Treatment Team.


• Evaluates quality of the clinical programming on an ongoing basis and develops cost-effective methods to provide services.


• Promotes a culture of safety for clients and employees through proper identification, proper reporting, documentation, and prevention of medical errors in environment of Intensive Outpatient Treatment.


• Positively promotes treatment to prospective clients and employees.



OTHER FUNCTIONS AND RESPONSIBILITIES


• Performs other duties as assigned.



QUALIFICATIONS


• Master’s Degree in a Behavioral Health Related field.


• LCADC, LPC, LCSW or other PA state-approved equivalent licenses.


• 5 years Mental Health and/or Substance Abuse Treatment work experience.


• Experience as a Program Director at a state licensed IOP facility is preferred.


• 2 years of clinical supervisory experience or DDAP approved clinical supervisor skills training.


• Demonstrated computer proficiency.


• Collaborative and team oriented.

• Ability to assess, plan services, and deliver services to individuals in need of substance abuse and/or mental health treatment.


• Ability to establish rapport, systematically gather data, determine the readiness for individual treatment and change, and apply accepted criteria for diagnosis of substance use and mental health disorders.


• Ability to screen for psychoactive substance toxicity, intoxication, and withdrawal symptoms.


• Ability to screen for danger to self or others.


• Ability to screen for co-occurring mental health issues.


• Ability to analyze and interpret data to determine treatment recommendations and priorities.


• Ability to formulate mutually agreed-upon, measurable treatment goals and objectives in conjunction with the individual served.


• Demonstrates adherence to acceptable ethical and behavioral standards of conduct.


• Participation in continuing Professional Development.


• Understands the benefits and limitations of toxicology testing procedures.


• Knowledge of strategies for treating alcohol, cocaine, and other illicit substance use.


• Knowledge of medication-assisted therapy.


• Skilled in meeting client needs in keeping with state required staff-to-client ratios.


• Ability to provide education and information to individuals and groups, through formal and/or informal processes, concerning their substance use and mental health disorders.


• Ability to identify client needs that cannot be met by the counselor or agency and assists clients to utilize the support systems and community resources available. Demonstrated knowledge of accepted principles of client record management.


• Ability to supervise clinical staff and direct the clinical function of a substance abuse outpatient facility.



PHYSICAL DEMANDS


• Ability to lift up to 25 pounds.


• Ability to walk up and down stairs during emergency drills or situations.
